I build this robot for a school project.
Two photocells activate two relays which activates two Motors
right,left motors). The robot is powered by two 12v motors. 
The final result is a car robot that follows
a bright light.

Cost : 50$
Time spent : 7 weeks 

If this robot, that i used to chase a car with a bright light 
installed on top, interests you, i can build you a customised version 
for as little as 40 $.
